A general plan
is the most effective mechanism for setting community goals and
priorities for the future, and for promoting more orderly, efficient
and attractive patterns of growth and urban revitalization.

More than 4.9 million people live
in the greater Houston area today, and it is expected that 8 million
residents will live in the region by 2035. Even though coordinated
plans that efficiently direct the city’s growth are required
by local ordinances, the last all-encompassing concept was adopted
in 1929 when only 300,000 people lived in Houston. Today Blueprint
Houston, a well-organized, all-inclusive participatory process,
is under way to determine visions, goals and actions that will reduce
and prevent some of Houston’s major problems, including congestion,
pollution, floods and visual blight. Through the consensus of citizens
representing all segments of the community, Blueprint Houston will
set forth a clear, concise vision of the city’s future and
will suggest policies and strategies that support the goals.
