In
a matter of hours, Tropical Storm Allison dumped three feet of rainwater
on Houston. Most of the damage was concentrated in just 20 zip codes;
half of those households were families and seniors living on $14,000
a year. For them, recovery is far from over.

Houston Endowment donated nearly
$3 million in 2003 to help organizations and citizens recover from
the devastation of Tropical Storm Allison. However, the damage caused
by the disaster remained long after the storm had passed. Performing
arts organizations lost music, instruments, costumes and office
equipment. Hospitals were flooded. Some human service organizations
were unable to help all of their clients. Thousands were left without
shelter. Many people continue to pick up the pieces of their lives.
